Executive Director of System Leadership at Ambition Institute

Sir David was the product of a comprehensive school in Cardiff, and was the first member of his family to go to university. Making a difference to the lives of dis-advantaged children has been a huge motivation to him throughout his career. He began as a music teacher in 1983 and over the next 37 years has held a number of leadership roles at school, trust and system level.

Before joining the Civil Service in 2014 initially as RSC for the South West, Sir David was the founding CEO of the Cabot Learning Federation, a trust based in Bristol. He was appointed to the post of National Schools Commissioner (NSC) in February 2016 where his focus was firmly on building capacity so that the trusts that run our most challenging schools could sustain improvement over time.

Since leaving the NSC role, Sir David has become a trustee of Centrepoint, the charity that is aiming to eradicate youth homelessness, a trustee of the charity that oversees the annual Teaching Awards as well as being on the board of the Talent Foundry a charity creating new opportunities through wider enrichment and support for dis-advantaged children. In November 2018 Sir David took up the role of Executive Director of System Leadership at Ambition Institute.

Sir David continues to place family, music, golf and Cardiff City FC at the heart of his relaxation time and continues to be very proud of being awarded a knighthood for his services to education in the summer of 2013.

Emma Ing was appointed Her Majesty’s Inspector in 2005.  At heart Emma is a teacher, but immediately before joining Ofsted Emma worked as a School Improvement Adviser and Inspector for a local authority. She also led governor services.  Emma sees her role as striving, with others, to ensure that every child is well cared for and in a position to take a valued place in society on attaining adulthood.  After a wide range of roles within Ofsted, Emma was appointed as a Director in 2017 working first in the East Midlands. She became the Regional Director of the North East Yorkshire and Humber region in August 2019.

Nicki has been a governor for over 9 years and has governed in both primary and secondary schools, maintained schools and academies.  Nicki is currently chair of a large junior school in Gloucestershire.

Nicki is a committed and enthusiastic governance professional: she has provided consultancy support and training to govering boards and worked as Head of Governance for a large multi-academy trust.  Nicki is currently Governance Lead at Hub4Leaders and provides support to governors, trustees and clerks across the Country via on-line forums she has founded and local governance collaborations she has established as well as in her role as a Local Leader of Governance.

Kaley Foran is the lead content editor at The Key for School Leaders.  She specialises in content related to school funding and finance, safeguarding and school improvement and inspection.  She is the vice-chair of governors at Chestnuts Primary School in Haringey.

Katherine Cowell started her role as Interim Regional Schools Commissioner for the North in July 2019. Katherine is also the Senior Responsible Officer for the Opportunity North East Programme.
Prior to this Katherine was Deputy Director within the north region from 2016. Katherine is an experienced civil servant with a broad range of experience including:
• an area director within the Cities and Local Growth Unit
• FE and skills policy
• an education advisor in the Prime Minister’s Delivery Unit
